My assertion would be that bureaucracy, in pursuit of its objective to control monopolies, has only succeeded in creating smaller versions (oligopolies) of the same.

So the consumer is left no better off, in fact worse because as far as a oligopoly is concerned, there's safety in numbers.

And then of course there is the Collective Price Fixing which has to be vigorously denied. We are supposed to believe that it’s coincidence that if one company ups the price the others follow. Amazing, same for the Petrol Companies.
