Try the virus/etc checkers, and if they don't like it, zap it. If they don't, I would still rename it to, say, "mwsvmdll.xxx". If the system works OK without it for a week, delete it. :D

Pacs Portal rates the file/program as X - Definitely not required - typically viruses, spyware, adware and "resource hogs"

It sounds like mwsvm might be a worm or trojan. Ad-aware, a good (perhaps online) virus scan, spy-bot or similar might help out.
