Make sure that on the Visual Effects tab, the option Use drop shadows for icon labels on the desktop is selected. If this still doesn't do the trick, right-click the desktop, point to Arrange Icons By and make sure that Lock Web Items on Desktop is un-checked. |

So if you right-click on the 'empty' desktop and select Properties, then click the Desktop tab and then check the Color option (near bottom right) this is also the colour for the icon surround/text.
