Spybot Search and Destroy immunise sets the following registry key HKEY_CURRENT_USER\Software\Policies\Microsoft\Inte rnet Explorer\ Restrictions\NobrowseOptions=1
Set this value to 00

That's because the entry most likely didn't exist on Windows ME, what happened is when you imported the registry key, because it didn't exist it just created it and got on with the job and gave you access to what you already had access to...
If the entry already existed it would just overwrite it.

The problem that comprises with editing the registry is people going - Oh sweet! That's my game (or something) I might fiddle around here to increase some of the game specs or make the trial version last longer... Or even worse - HDD clensing.. Well I don't know what this does and my HDD is getting pretty small.. *delete* and the PC is sweet.. Upon rebooting "Windows has encountered a registry error"...

The following registry entry is to "Disable the Registry". Why it doesn't make any difference, is because the Registry is already open and available and the dword value is set to: 00000000, which means that it will reverse the changes, or in this case do nothing.....

But if the value was instead set to 00000001, then you would be locked out of the Registry. Really, you only need just the HKEY_CURRENT_blah blah line, as this will affect all users. So, you don't need the HKEY_Local_Machine blah blah blah line at all....

The registry line should work for most Windows systems but except for XP. (In my case, from hand creating registry entries myself) Its not that the Registry cannot be disabled in XP (hand creating an registry like the one above), but its just trying to REVERSE the changes that I have found to be more difficult in XP systems than the others once the Registry has been enabled..... Don't know why though??

In comes the gpeditor to reverse it back...

This problem was never anything to do with administrative rights.
Always think simple and do the easy things first.
