1350754 2013-08-07 02:36:00 Try this

Run command prompt as admin then type.

net localgroup Administrators /add networkservice press enter then type:

net localgroup Administrators /add localservice press enter then type:

exit

press enter and restart your computer

Open services and make sure the service is started.

Then see what happens

Also check and see if proxy is enabled / ticked in IE. If it is, untick it

1350755 2013-08-07 03:03:00 Speedy it didn't work - it's (diagnostic policy service) still Stopped;
but what ever, the cmd entries you suggested reactivated the connection to the internet!

Thank you!

1350756 2013-08-07 03:12:00 What if you try and start it? Put it on auto then click on start. Any errors come up? Speedy Gonzales (78)
1350757 2013-08-07 03:26:00 same error as above: "Windows could not start the diagnostic policy service on the local computer. error 5: access denied"

tried to access the events manager: same error as above

oh one other thing of interest, I tried to do a system restore to prior to the problem - system restore failed (sorry didn't not the error)

1350758 2013-08-07 03:37:00 Run this fixit. See if it fixes that error (support.microsoft.com). Or, do it manually the 3rd one underneath the fixit

If the error is related to the Diagnostic Policy Service, follow these steps:

Click the Start button, then type regedit in the Search box.
Right click regedit.exe, then click Run as administrator. If prompted, enter your user name and password and click OK.
Browse to the following key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\DPS\Parameters
Right click the key, and click Permissions.
Under Group or user names, select your account.
Under the Allow column in Permissions, make sure the Full Control and Read boxes are checked.
Click Apply, then click OK.

It maybe a permission prob

will try the manual

---------------------------
tried the manual adjustment in regedit: failed - still will not start giving the same error

1350760 2013-08-07 04:10:00 Reboot then see if it starts Speedy Gonzales (78)
1350761 2013-08-07 04:16:00 nope :( NZHawk (4093)
1350762 2013-08-07 04:27:00 Download this run it as admin. (www.bleepingcomputer.com) Tick all but the last option then scan. Copy and paste what comes up in here

We'll see if any services are missing. Was this infected by something?
