1350926 2013-08-08 22:49:00 The adapter does nothing it just connects the relative pins between the two connectors, the signal has to exist in the right format for it to work.
To put it another way, the adapter is for the output of the PC not the input of a monitor.

If you have a Graphics card with DVI-I or DVI-A the VGA signal is already present and the adapter just changes the plug to the right type.
On the monitor however it's just a Digital input as others have mentioned and there's no digital signal on the VGA output of the graphics card to "adapt".

Incidentally it seems to me the DVI-I connector is sometimes used even when there is no VGA signal and it's actually a DVI-D interface, probably to allow any DVI cable to be plugged in even if it has the extra pins (the digital part will work over either).
