199543 2003-12-12 02:59:00 Select all the files in C:\DOCUE~1\Bill\LOCALS~1\Temp and "cut" them to another folder, which you make previously. Make sure everything works OK before deleteing this folder.
It is a "temp" directory and is used to unpack files to etc... It can end up with loads of old unused files. It is these that may be causing a problem.

Also, do you use Adaware? if not get it (google search the name) update it and run.
