1330459 2013-02-28 03:22:00 Sometimes we can do better

February 28, 2013

Today New Zealand Police faces critical coverage over an Independent Police Conduct Authority investigation into the case of Diane White, who was killed by a neighbour in Hamilton . The criticism is fair enough: it's clear we let her and her family down on the day, with tragic consequences – and we make no excuses . We have apologised to Mrs White's family .

The case highlights demands placed on frontline Police staff in relation to offenders with mental illnesses . Though Police are not mental health professionals, we will always be the ones facing very difficult decisions in situations in which people are in danger . The Police Executive works closely with organisations representing people with such problems and together we continue to look for ways to improve matters .

Last week's reports on issues arising from documents disclosed to defence lawyers in Southern District revealed another occasion on which we should have done better . It's incumbent on Police staff to be conscientious about how disclosure is handled . Some Government departments have had very public problems with privacy - I don't want Police to follow suit . I stress this was an isolated case among more than 140,000 prosecutions a year . With this volume of work there will be occasional mistakes - I've challenged staff to take care to keep them to an absolute minimum . We must guard against own goals .

More positively, well done to Mary Cooper, civilian watchhouse officer at Picton Police Station, and Senior Constable Brian Smith, who leapt to the aid of a colleague being attacked by a prisoner . They resolved matters using an unusual tactical option - a broom, effectively sweeping the offender into a cell . I contacted Mary and Senior Constable Smith, who was off-duty, to congratulate them on their courage and initiative .

Further south, the opening of the new Christchurch station was a great day . Our Christchurch staff can feel fully safe and comfortable in the new open-plan environment, and enjoy their big courtyard and cafe . It's also fantastic to work so closely with Corrections staff who share the building . Throughout the building, the words "Breakout room" are etched on glass partitions, marking areas for informal discussions . Needless to say our Corrections colleagues find such language slightly at odds with their work!

The district commander's office is near the entrance to the Corrections facility and on occasion has been mistaken for a reception area - Superintendent Knowles has sometimes had to answer a tap on the window from visitors . I encourage senior officers to be visible and approachable, but that's not exactly what I mean . . .

Tomorrow police will be highly visible at a pay parade in Counties Manukau, where nearly 200 police officers and employees will march in public to be inspected by Police Minister Anne Tolley and Deputy Commissioner Mike Bush . I encourage district commanders to hold such events to showcase our staff and their pride in our organisation .

Another way we show pride in our organisation is by celebrating our achievements at home and abroad . Our overseas deployments have been front of mind as last week I presented medals to the last Police contingent out of Afghanistan . Yesterday we presented medals recognising service in Timor Leste . These officers and their colleagues have provided wonderful service in nations rebuilding after years of strife, passing on the expertise in community policing for which New Zealand Police are renowned .

I'm often invited to events overseas and could spend ten months of the year travelling the world . However, I generally limit travel to the Pacific and Australasia . I believe it's more important that I travel around our own districts, and I continue to do so .

Congratulations to Superintendent Wally Haumaha, the Maori Pacific and Ethnic Services team and district staff on their very impressive presence at Te Matatini kapa haka festival in Rotorua . The Prime Minister visited the Police recruitment stand and our officers were very visible - and audible, in the case of Supt Haumaha as he sang a karaoke version of a Jim Reeves song . There was another impressive Police presence - including Asian Safety Patrollers - at the Chinese lantern festival and Japan Day festival in Auckland . Such is the nature of policing in this diverse and fascinating country .

Finally, you probably know I'm very keen on officers looking smart - with particular emphasis on them wearing their hat . Great to see Bay of Plenty colleagues taking this to heart in a recent charity event - see picture below . Well done Sergeant Shane McNally of Tauhara NPT .

Stay safe and look after each other .

1330460 2013-02-28 04:25:00 He is the first Police Commissioner I can recall who has written reports like this to the public, presenting a human face to us on behalf of all his police staff. Personally I appreciate this move. In the past Commissioners have reported only to their political masters, and to the public only after some cock-up.

Well done Peter Marshall.

Exactly, which is the reason I post the Commissioner's blog, to help give him a wider platform.

Thanks to the Forum for respecting my wish to keep this a feel good thread.
