Arresting someone is a hell of a lot different to questioning them and cops don't arrest lightly, especially when the suspects are so high profile.

And let's also remember that the arrested person is still innocent until proven guilty in a court of law.

I am not condoning what he did, but if a few of those girls had complained then it would have stopped.
