This issue can occur if the Outcmd . dat file is damaged . To resolve this issue, locate and rename the Outcmd . dat file: 1 . Quit Microsoft Outlook . 2 . Click Start on the taskbar, point to Find, and then click Files or Folders . 3 . In the Named box, type Outcmd . dat, and then click Find Now . 4 . Right-click the file that appears, and then click Rename . 5 . Type Outcmd . old, and then press ENTER . 6 . Restart Outlook . If there is still a problem it is likey to be firewall related as suggested by WTF |

| 215908 | 2004-02-17 04:03:00 | Ok . . . well we haven't heard back yet, but I am at work so here goes with the firewall fix: Step 1: Delete registry keys A) Open Regedit by going to Start --> Run --> redgedit --> OK . B) Go to both of the following keys and delete them: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\Winsock and HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\Winsock2 C) Restart the computer NOTE: It is important to restart the computer after deleting the Winsock keys . Doing so causes the XP operating system to recreate shell entries for those two keys . If this is not done, the next step does not work correctly . Step 2: Install TCP/IP on top of itself A) Open the properties window of the network connection B) Click Install C) Click Protocol, then Add D) Click Have Disk E) Type the path to the nettcpip . inf file, for example: c:\windows\inf or c:\winnt\inf, and click OK (if you try to click Browse, then browse to the \inf folder, it may not show up in the list as it is a hidden folder) . F) You should now see "Internet Protocol (TCP/IP)" in the list of available protocols . Select it and click OK . G) Restart the computer This will remove any old firewall entries or other problems with your TCP/IP stack . If you have any current firewalls, proxy software etc it will most likely disable those as well so they will need to be re-installed . These instructions have been known to successfully resolve the problem you are describing, however I can not be held responsible for any damage caused by misuse, or incorrect application of these instructions . If you are not confident with doing this I advise getting a technician or someone with firm computer knowledge to work through these instructions for you . </ass covering> |

| 215909 | 2004-02-17 21:49:00 | Sorry for the delay in getting back, and thanks for the myriad of ideas . The file "outcmd . dat" was not found . FYI: I am using Outlook 2000 . Also (Prev post) I don't have a "Services" choice nor do I have an "Information Services" tab . I can assure you the POP3 and SMPT are OK (Same as my OE which works fine) on my Tools-->Accounts-->Proprties-->Servers Will try the Regedit idea later today if time permits and no better ideas have materialised . Thanx again for all the ideas |

In fact Outlook is unable to access POP3 mail without Outlook Express being installed. They can co-exist quite happily. |

| 215912 | 2004-02-18 01:30:00 | Yes I used to run both simultaneously, to allow me to send Emails with a different return address, I have about 4 main EMails and it can be a pain to switch the info on the set up all the time. Having said that, when this problem originated, I did not have OE even set up, let alone used. I hope JimB sees my prev post about the tabs. It might be the Office 2000 version. |
