Telecom operate an Analogue, Digital and CDMA network.

Vodafone operate a Digital, GSM and GPRS network.

Handsets are not interchanageable between networks, hence them not being locked to the one network.

If there were multiple companies providing GSM/GPRS they would lock the handsets to their own network.

I am not sure about Vodaphone's quality of reception compared to Telecom's 027 network but there is a big difference between Telecom's 025 and 027 network. The latter is superior.
