No it isnt, but i did a transfer of 3gb file last night and it averaged 65-70MB/s, took about 60 seconds

Megabytes or megabits? Coz megabytes would indicate close to gigabit fibre?

Correct, but a dark fibre between our office and another is a different story. Our internet is coming here via this office our dark fibre is connected to.

Dark fiber is only limited by what is at the end of it.
