Does this seem a excessive amount $$$ for some servers & a bunch of PC's ??

OK maybe just 1/2 billion to hire programers . I bet it'll amount to 1/2bil for the software side of things (eventually)

For that sort of money you should be able to make your own OS

It's replacing their current mainframe system with something a little more modern. Not the desktops which were updated a year or so ago.

The mainframe uses COBOL, so that might give an indication of the age of it :)
