Yes, but they are part of and taken care of the operating system, ie Windows . The msconfig apps are the extra programs that you have installed that start up when Windows starts up . They are not part of Windows .

Regarding printers, scanners, etc, quite often you will find related bits and pieces scattered throughout msconfig and I usually clear them all out . Why should we wait for them all to load and then hog resources in the background when we don't need to use them everytime the computer is switched on? We can turn them on ourselves when we want them, thank you very much . ;-)
