Good question Pete, I had a look through the bios & voltages seem to be set to auto.
I will download the mobo manual & check .

The Ram is A Data PC 2100 DDR

251393 2004-07-11 01:10:00 I also had a friends PC Company PC display many of the problems you have described.
I tried the same problem solving steps as you have & in addition took the 40GB Seagate HDD out & hooked it up to another machine as slave & ran tests on it which came up fine.
Before consigning the MOBO to the trash can which was the only thing left, I chucked a new HDD in it installed XP & away it went good as gold & has been running fine for months now.
I also tested & swapped out the power supply which seemed to be fine (a 230W believe it or not)
When I hooked his old HDD up to hi machine as slave get the data off it though, it crapped out half way through the copying & died.
It must have been slowly dying, although the tests I ran on it should have picked it up.
Might be worth a try.
Also try another power supply if possible.

251394 2004-07-11 02:28:00 pc company pcs wern't made from the best of components and I've seen on a few this happen: capacitors dying........take a look at the capaitors on the board.....theres lots of em little round cylindrical thingys .....if any are NOT COMPLETELY FLAT on top or bulging on the sides then that is your problem.........they CAN be replaced but soldering them is 'fun'... drcspy (146)

It only has an AGP Video card & I tried another video card & nothing changed.

I tried loading XP onto another HDD I had sitting here & it wouldn't load :-(

I thought about a power supply but don't have a spare at present.

He would be better off with an upgrade mobo if that is the problem.

He has now picked it up & he is going to take it into a local computer repair shop, It will be interesting to see what they think is causing the problem.

I have struck problems similar to this on a few occassions,

It sounds to me you have a hardware incompatability problem ( there does not have to be anything wrong individually with the components)
Sometimes a certain combination just does not get along ( having problems from day one certainly points to this)

I built a PC a few months ago now that worked fine until it came time to install the PC cards 1 x firewire 1 x modem 1 x Winfast TV Card.
The PC would boot fine with any combination of two of the three cards but would refuse to even post with all three installed.

After a couple of hours of troubleshooting and head scratching I gave up and installed the cards into a freshly built PC with identical configuration and specification whereby everything worked perfectly including the other PC now just running 1 x modem in the PCI slots although it also worked fine with the firewire fitted as well.

So getting back to your problem I would try removing the Soundblaster and the Modem to see if it makes a difference.

Another time I found it was the motherboard that refused to work very well with the hardware configuration.

This PC was a PC Company machine that also had problems from day one (using an ECS motherboard though) individually everything checked out fine, the PC would pass the most rigorous burn in test no problems, then all of a sudden would not give a video signal (normally two or three days after checking it out) ended up replacing the motherboard and all the problems went away, as a test I put that (faulty) motherboard into a test machine with different hardware whereby it ran perfectly.

So go figure.

251399 2004-07-11 22:18:00 Just remembered another machine I had problems with a while ago displaying some of these symptoms & it turned out to be a faulty CD Rom.
The problem was intermittent for a while & finally wouldn't let me boot at all.
Replaced the CD Rom & all was well, must have been shorting out or something, otherwise it looks like a new MOBO
It probably is an ELITE board & they are horrible.
If you want another ELITE board dse had them for $89

I shoud've mentioned I tried it without the cd-rw plugged in as I had to unplug the ide cable to remove/replace the ram.

Its a chaintech mobo.
