266337 2004-08-28 11:08:00 My Cipher Strength in IE6 is zero which is why I can't now access secure sites. (I've got Windows) When I follow the Microsoft bulletin instructions to get it to 128, part of which are:
Programs/WindowsExplorer/Windows/System and then try to change the name of Rsabase.dll to Rsabase.old I get the message:Cannot rename, access is denied. All the other changes were OK but I can't do this one and I still have 0 cypher strength. Is it all a fiendish plot?

Won't stop you from deleting a file will only warn you that it is read only. If it won't be deleted in safe mode try the recovery console.

266341 2004-08-28 23:55:00 What version of windows do you have? Later ones in the NT series have complex permission systems (bar XP Home), if you fall into that category you should find the file and check it permissions.

(Right click --> Properties --> Security)
