.... storm surges in parts of the Marshalls have contaminated water wells so badly that it would take ten years for it to become drinkable again.
Is JK being too generous to include the Marshall Islands in the partnership?

Wikipedia: Politically, the Marshall Islands is a presidential (en.wikipedia.org) republic (en.wikipedia.org) in free association (en.wikipedia.org) with the United States, with the US providing defense, funding grants, and access to social services.
Maybe the US has abandoned them?

I don't think throwing money at these places helps long term...they may not want to move, but they just have to.

Yes. The per capita "assistance" we give to many of the islands exceeds the dole by a massive amount.
