Well yes, if it has one. Not all of them do.
But if was Wordpress or other with DB, you obviosuly download both - the hosting company can help with what needs to be done.

If they've built their own CMS software to "replace" wordpress, and they give you a database dump of your website, you can't actually do diddly squat with it still without their software to power it.
