Why not something like this:-
Powercolor ATI X800Pro 256MB 256bit DDR3 $887.63 incl GST.

I do realise that there won't be a lot of budget left over for minor other hardware like Motherboard, CPU and ram and hard drives and sound etc.

I also realise that you may shop around for better prices. I haven't as I don't need one right now.

Palmerston North is not a long way from Wanganui is it?

My advice is to shop local. If there is any reason why you don't trust or like a local PN supplier then Wanganui or Wellington seem to be your best bets. Appromately equidistance by road as I remember it.

Sempron is the new Duron, luckily though the Sempron isnt as bad as the Duron. The sempron has 256k Lvl2 cache and 266MHz FSB, the PR ratings have also been adjusted.

If you could stretch the GFX budget a lil further a FX5900XT would be a good choice. Its faster than a 9600XT but slower than a 9800PRO.

There are heaps of reputable places to buy your parts from, do you need the machine assembled for you? Or will you do it yourself? A few of my favourites are StylesPC and Ascent.

If you want people to help you with your choice of componets you are going to have to provide my infomation. WHAT GAMES DO YOU WANT TO PLAY? Perhaps consider a smaller harddrive so that you can invest the money saved into better hardware? Do you want to overclock your system?

Assuming your not into overclocking you should consider a system similar to this:

AthlonXP 2600+ $188.78
Gigabyte GA-7VT600-P $127.13
512mb Kingmax DDR400 $179.25
Seagate 80Gb SATA $136.47
Gigabyte FX5900XT $395.64

Total: $1028.27*
All prices taken from Ascent

As you can see you dont get alot for $1000, if you want the best bang for buck in terms of gaming a better graphics card is a wiser choice compared to a faster CPU. Some mug is probably gonna come along and say get the 2800+ over the 2600+ you cant afford it. Before you even consider a better CPU get more ram. RAM and Graphics will affect game preformance far more than CPU speed. You cant afford a 160Gb drive, you can only just afford a 80gb drive.

I chose the Gigabyte KT600 board assuming you dont want to overclock as its cheaper than a nForce2 board and has superior SATA support. Kingmax probably isnt the cheapest RAM avaliable but its also a better brand. You can save money and buy cheap ram but you will regret it later. The FX5900XT offer 30-40% more preformance compared to a 9600XT, and your going to need if extra bit of preformance with DOOM3 now avaliable and HLF2 just around the corner.

OMG Elephant, that advice is nearly as bad as suggesting a 9200 for gaming. The guys only got $1000 to spend. Blowing $800+ on a video means at best hes got $200 to spend on CPU, MOBO, RAM, and HDD. If you can find a AMD system capable of playing modern games with the above parts for $200 then i'll personally drive to where ever you live and give you a big gold star.

A Slot 1 Athlon 500MHz with a X800 would probably preform worse than a 1800+ and a MX440.

why buy brand new graphics card there are sometimes ok deals on trademe, sometimes brand new too, but be sure to check pricespy

mind you ive seen on the net a celery 333 with a radeon 9800 :D
