unfortunately this has not worked. still can't send email. also when i try and click on a "favourite contact" it doesnt insert in to the address bar. i am using proxomitron and zone alarm, if that changes anything i dont know.

Disable both.

disabling proxo has fixed it, so now i need to find out what part of that is doing this?

Nein. HotMail provides access via their web interface only at present.

Older accounts used to (and may still be able to) use a proprietary HTTP mail protocol that worked in Outlook Express (and maybe Outlook).

There are a number of tools around that ask as pseudo-proxies that allow you to "POP" a hotmail account in a roundabout way.
