Sherriff versus Police. Think of it this way. If your Mayor and Council owned the Wellington Police Department, they would appoint the local District Commander of Police. And fire him if they liked.

If instead Wellington had a Sherriff's Department, then the District Commander would be called the Sherriff. He would stand for election just like the Mayor and Councillors. It would be up to the voters as to whether he got the job. And he'd keep it until the next election. So he'd need to be popular rather than just a good police administrator.

Both are police. No difference. But you cannot have both in the same place.

Cities and large towns tend to have Police Departments controlled by the city council. Small towns and counties have Sherriffs instead. Probably for historical reasons.
