293903 2004-11-19 07:34:00 I've just had XP Professional plus Service Pack 2 installed, replacing ME. I now cannot download files from the internet, although in every other respect there are no problems. I'm using Internet Explorer 6.
E-mail (OE6) works fine, including file attachments.
My modem transfer speed is usually 52 kb/sec.
Examples of the problem are:
1. Symentec Live Update tells me "3 files are selected", then "getting update", then "LU 1835 connection to the live update server failed".
2. Windows Update says "Checking for the latest version", then "Windows Update has encountered an error and cannot display the requested page".
3. I can't open a PDF file on a web site. (I've got Acrobat Reader 6.) And if I choose Use Target As and select Desktop (or My Documents, or Downloads, etc) and click on Open, the download window displays the flying envelope as if downloading is taking place. But regardless of the destination, Download to C:\Documents and Settings\(filename) is always displayed. Estimated Time Left and Transfer Rate are blank. Although Hang Up When Finished is checked, the window is still running 15 minutes later. And this is for a three page document.

I have Norton System Works and have turned off Windows Firewall in the Security Centre.

293904 2004-11-19 07:39:00 Go to control panel/Admin tools/Services. Click on this. Then look for Symantec Proxy server. (If you DO have a firewall, besides XP's), Or if Systemworks has a firewall. I dont know. Is a firewall running at all??

Then General . See if the service status is started. If not click on start.

293905 2004-11-19 20:57:00 System Works includes Norton Internet Security which is operating OK.
Double-clicking on Services shortcut, there are two tabs (extended and standard). There are two entries in each for Symantec - Symantec Events Manager (started) and Symantec password (blank).

293906 2004-11-21 09:14:00 I've located the cause of the problem. Somehow I have inadvertently made a firewall rule in Norton Internet Security that blocks the transfer of files. I have proved this by disabling Internet Security just prior to downloading and it then works ok. Unfortunately I don't know which rule is the one causing the problem and how to fix it.
Could someone familiar with this product give me easy to follow instructions please.

293907 2004-11-21 12:04:00 Just go into your NIS configuration, look at the rules you don't understand and post back the results.

It's quite hard to say what it is, when Live Update reports the 3 files but refuses to download them.

Another way would be to delete all your rules and start again, making sure you check each file that requests internet usage and that they are legit. Check to make sure they are signed by their respected companies too.

Sorry about the not so easy to follow guide, I dropped NIS in favour of Kerio Personal Firewall.
