This speeds answers to electors by using a sort of shorthand that delivers the traditional fluff with a minimum of effort. Just like a real politician it strings together random vaguely reassuring words in a manner to comfort the recipient while containing absolutely no meaning. Please don't suggest ideas like that R2x1.
