i would actually be surprised if the open source windows community that would spring up around such a move would fail to grow to be larger than the core linux community (not counting open source apps for either platform)

Cost of re training staff to use unfamiliar UIs on to of on going support and any back end changes that would need to be made for it too happen. Support costs, while the software may be "free" the techs who support it are not. Open source software certainly has its place in business but from what Ive seen it usually tends to be suited to either large scale automated tasks or users who are proficient to look after themselves. One other thing to take into account is that the days of IT staff having a say as to what a company will move over too are diminishing as more work places look to work with or adopt BYOD arrangements with staff. So if the open source brigade was going to get a look in on proceedings, the BYOD route would be the one to piggy back in on.
