A sure fire way of getting into Safe Mode in WinME is to select the bootmenu to display on booting. To do this, go Start > Run and enter in msconfig. The under the General Tab select the "Advanced" button, and then put a tick beside "Enable Startup Menu", click OK and OK again. When you restart your computer, you will see a bootmenu and you can use the arrows to select Safe Mode.

To get rid of the bootmenu, just go back and remove the tick from beside "Enable Startup Menu" when you have finished.
