Have a look at This page. (homepage.swissonline.ch) It is not specific to your problem but it will give you an understanding of how MS Office dictionaries can interact, and you will also learn some new places to set your dictionary choice such as the yeyboard under control panel.

It could all prove relevant though, because Outlook is part of MS Office. Googling Outlook +dictionary might also turn up more information.

Ctrl A, Tools, Language, Set Language. I have to do it each time. 'Better than nothing
