In the case of AMD chips, it is the "comparative speed" to an Intel Pentium as the methodology is different and direct CPU speed has less relevance.

317643 2005-01-24 22:30:00 In the old days before AMD came out with its "comparative speed" to an Intel, I referred to speed as how 'fast' the CPU was -as in Mhz and Ghz.

Nowadays, I tend to refer to speed as in seconds :p With different 'grades' of every part on earth, it's becoming harder to just use the CPU. Thus, I think of it as how many seconds it takes to load a programs, etc.
