I don't know what the situation is like in NZ as I moved overseas. But why don't mobile carriers like tethering? If my mobile contract gives me 1gb of data per month, why does the carrier care whether I burn up that data in a few days by using it on my notebook, or if I use it slowly on my phone over the course of a month?

You answered your own question.
You get 1gb (or whatever) in NZ that's why the carriers here don't care.
In the US, until the last year or two, they never had any limits at all. There are plenty of people still on those plans.

It's your data and you pay for it so you should be able to do what you like with it..
